"The "Nuke Anywhere" exploit was publicly released in patch 1.15.
The ACTUAL exploit is that the Nuclear Missile takes orders from a player, and the 0 *7D Nuke Launch order can be interrupted and re-assigned.
The previously known "Nuke Anywhere" method interrupted the 0 *7D order with itself, assigning only a new location. Blizzard patched this in 1.15.1, but they did not patch other interrupt methods such as Move, Stop, etc. Thus, the "Nuke Anywhere" exploit is still possible by interrupting the 0 *7D order with anything else, and THEN re-assigning the 0 *7D order to a different location.
One extra step, same effect."
